Fairfax County Expands Economic Incentives to Boost RevitalizationLand Development Services received the following information from the Department of Planning and Development (DPD). Fairfax County’s economic incentives for revitalization and redevelopment areas have expanded through an updated program designed to bring new life, businesses, and community spaces to older parts of the county. On May 5, 2026, the Board of Supervisors amended the Fairfax County Code to create a Revitalization and Redevelopment Economic Incentive Program, or RREIP. This updated program replaces the Economic Incentive Program that began in 2020 and expands support to more areas across the county. What’s New Most parts of the initial program remain the same, including who can apply and what types of incentives are available. However, there are two major updates. First, instead of having one ten‑year incentive period for everyone, each project will now have its own ten‑year timeline. This gives individual projects the flexibility they need to plan, build, and complete improvements. Second, three new areas were added to the program: Lake Anne, Huntington, and Culmore. The Annandale area was also expanded to include the entire Commercial Business District. How the Program Works The RREIP offers financial incentives to encourage property owners and developers to purchase, assemble, revitalize, and redevelop property in economically challenged areas and those that the Board of Supervisors finds suitable for revitalization and redevelopment. Any proposal would have to align with the Comprehensive Plan and affordable housing policies. These incentives include a 10 percent reduction in site‑plan fees and a partial real estate tax abatement based on the difference between a property’s value before and after redevelopment. Eight development projects have participated since the program’s inception, including the renovation to residential use of three Skyline buildings in the Bailey’s Crossroads area, completed in 2023 and 2024. Completion of all eight projects will deliver more than 2,800 new dwelling units and provide more affordable housing options to residents. Learn more on the program webpage.
